The Health Insurance Portability & Accountability Act (HIPAA) affects health care organizations such as health care providers, health plans, public health authorities, and health care clearinghouses, but also less apparent entities such as self-ensured employers, life insurers, information systems vendors, various service organizations and universities.

When HIPPA is referred to in a security or auditing context, usually it targets the Final Security Rule. It provides high-level information security guidance for health care providers and other entities. The Final Security Rule states that "Covered entities are encouraged to consider use of encryption technology for transmitting electronic protected health information, particularly over the internet." And it requires affected organizations to comply by April 2005.
